That's true...but these are the girls that helped popularize Magical Girl, especially Sailor Moon....she's damn near a universal icon for the genre.
Cutey Honey is debatable, I would say that she's more...ecchi/shounen inspired then these girls who are more 'safe' for the age/girl groups that they were targeting. CH is more male focused.
Still Cutey Honey is a personal favourite of mine...just about anything Go Nagai is a favourite of mine.

She slowly changed over the years, going more action orientated and fanservicy. She's also one of the earliest to use the whole transformation sequence thing, since her series made it's debut in the 1970s.

Oh no, not disputing you at all there, CH always had ecchi moments certainly the 80's one was...err...special.
I haven't seen the 90's one or the semi newest one.
But CH is certainly one of the best Magical Girl series out there that no one gives credit to, another is Demon Hunter Yohko.
So this picture, if anything, represents the 90's magical girl heroines that are popular.

For yourself maybe, but all four series are really late/ultra-late entries in the genre, exploring variations on the mahou shoujo staples, and hybridizing with other genres (sentai in Sailor Moon, swords and sorcery in CCS).
