Newsflash: Not everything you find on Google (or anywhere else on the Internet) is correct. How about you check a more reliable source, such as the Touhouwiki? They aren’t siblings and Daiyousei is Cirno’s second most popular ship in the fandom, so get used to it.

I don't know how you'd go around calculating this overall, but on Danbooru at least, Dai's in top spot for pairing.
Other common ships for Cirno are Reimu (just because main character's shipped with anyone but Marisa's harem), Aya, other "(9) squad" members like Wriggle. I wouldn't be surprised to see some three mischievous fairy connection either, but because they're a clique, they tend to stay to each other.

When I looked around for infos on Cirno and Daiyousei being siblings (just to make sure that I didn’t miss any retcons) two days ago, one of the sources I found claimed that Cirno is actually more often paired with Reimu than with Daiyousei. Since I didn’t remember if I had seen more fanart of Cirno with Daiyousei or Reimu, I just went with that info.
