Hmm... Looking at it, it appears Kaguya hid her codek under Minoriko's hat and her eyes are displaying the static of it? That's the impression I give seeing as her hat's trembling and emitting a sound.

You mean the Chaff Grenades?

I think Kaguya's power of Eternity affected the raisens on Minoriko's hat, or her proximity or touch are affecting Minoriko directly. Notice that the raisens seem to be grapes again.

So, Kaguya is just revitalizing her and Minoriko's wider eyes and the lights in them are a sign that she's "booting up".

Hmm, I think that the hats are the means with which the Touhou characters identify each other.

The clothes are a fall-back option.

In an RP I am doing on Deviant art, this is how I portray Minoriko. I call her Autumn Snake. I have Shizuha even saying "Autumn Sneke! Can you hear me? Snake!? SNAAAAAKE!?" over a walkie talkie. I did this because of the Cardboard Minoriko series.
