Eirin is a lot older than that... a LOT... Besides, why does it have to make sense? It's for the fun, is all. Oh, right. Touhou - Project Shrine maiden are a base of shooting games where these girls batter using danmaku. REALLY hard game, although many find them easy. Oh, and the youngest girls are Marisa and Reimu, who are probably in their 17s, maybe more.

As far I remember Eirin is supposedly even more powerful than Kaguya herself, and only "hold back" most of the time for respect to her master

There is no "9-12 years old girls" in Touhou. The youngest should be Marisa or Reimu who is ~15
Tewi is 1500+ years old, Chen is ~100 years old. Even Cirno is told to be at least 64 years old.
