In a sense, yes. Since anime style lacks regular black skin tone. (No racial offense)
If anything, I'd bend to that South Asia theory, where skin might have more olive color.

the fact that you refer to bebhinn which is actually a white caucasian girl with pink hair in korea that was race lifted for the "black people quota" in america as a reference for race related skin tones amuses me to no end.
