I mean, the design makes sense. The AL version of Chesire herself was different than other 'paper ships' aka 'Ships that never actually existed/fully built'. HMS Chesire exists, but it never was a fully-fledged battleship, hence why she's a deformed chibi instead of a loli with proper proportions. At best she was a military transport ship that survives being torpedoed two times during the war, hence the skill 'Bounce Right Back' and the two 'bandages' on the balloon rigging.

With how chibi she is, my first thought was that they turned her into a Meowfficer.
