This was made by a "guy" called Eiichiro Oda, the creator of One Piece.. It's in one of his mangas, just like the many other similar pages.

I normally wouldn't care, but credit should be properly payed when it comes to One Piece ;P

No, e1n created this specific picture. Well, e1n and eggy. Check apforums or deviantart.

Psyguy, thank you. And biggity1, yes these characters were made by Oda, but like said, drawn by one e1n, and eggy. Also, link for this very post with this image is possible.

As for coloring, only e1n or eggy knows. Tho _IMO_ prolly not.
