I just see the fabric by her hips as being bunched up and creased because of her leg being forward, so it still looks like a single piece nightgown to me.

Hmm, I think the artist maybe wanted to draw Rin in a simpler nightgown in comparison to Sakura's nightgown, and due to the way it's drawn it might come across as a tank top to some. Along with the positioning I'm seeing with the bunched up clothing and you seeing the seam. Either way though it doesn't really matter, at the very least I think it's not a swimsuit, which was my main point originally. For the sake of tagging a third opinion from @blindVigil might help.
Edit: I'm assuming you're saying the British term for panties when you say "pants", after starring at it for awhile and thinking about it I think I'm seeing it now, black tank top and panties. I'll tag it as such, since that seems to be agreed upon conclusion here. If blindVigil comes in they can confirm things if they want.
