Artists don't put "nude-filters" on their own work, because the original artist can just as easily draw them nude himself. (in fact, the uncensored version is usually the original). Soara does draw nipples, but the nipples in this pic don't look like his work to me. And the uncensored pussy is a dead giveaway that its photoshopped, since Soara doesn't draw them in.
Some nude-filter art gets approved. Most don't. I suppose approval is decided through what can be let go, and what is too good to let go.
Personally this picture is mediocre it´s half good and half bad Akane/Whitney has the worst pussy in this picture or im just being picky since Asuna/Flannery´s pussy has a better view and nicer details.

Add in the fact that no source link is given to verify this image, and it all points to this being shopped. Which means it's a nude_filter. Which are banned.
There's also the fact that most of the shinyness/body blush/whatever that Soara loves to use on the bodies of his drawings is missing from this image. If we was giving us a nude version, why would he remove that?
