The characters that would know english, if any could be Sanae. Tokiko could know it by simple book reading. Yukari and Rinnoske might know it too maybe.

I would think Remilia would know at least that, possibly French and some other European languages as well. Patchy too, since she reads so much. Flan might or might not, depending on how much they educated here out there.

C'mon, THIS is what exactly this series is all about. Remember the first few strips? Reimu, Marisa and Yuuka agreed to send her in to the SDM to try and curb her arrogant behavior, now that she's but one of the many strange denizens of Gensokyo.

Remember, guys, Gensokyo was sealed away in the 1800s. 1885 or something, was it? Any youkai older than 130 years could very easily know English. It'd be a little dated, obviously, but it'd still be English.

With all this language talk going on here, it's funny how nobody commented on Reimu saying 'merci' to Koakuma or Tenshi saying 'gu'mornin' to Sakuya in the previous panels...
