As much as I hate the obsession with Touhou, I like that every character has a hat or hair accessory. It's really identifiable. That, and I have an obsession with hats...
It's not just the lack of a hat. The angle of the face indicates she's looking pretty much straight at you - but if that's true, then Yukari has somehow acquired a skull the size of the Mekon's. That's what makes it look so weird.
There are five characters in Touhou that have no hat or ribbon/animal ears. Kazami Yuka and Tatara Kogasa, who are borderline as they have a parasol/umbrella, another is the Hourai NEET Houraisan Kaguya, Kisume has nothing BUT a head visible, and Mizuhash Parsee doesn't have any headgear. Of course, Genji, and the other non-human shaped characters have no hat either. Mind you, this is just windows series.
