That :o face on Joysey looks adorable, but it also looks out of character, considering how confident she is canonically.
I mean, reacting surprised with a ":o" face to something is not an impediment to having a confident personality. People have many sides, and many ways of reacting. This is like saying that Baltimore cannot blush because she's confident; or saying that Enterprise is out of character in her Travel Skin because she is smiling (Even when she is happy and smiling in each of her skins); or saying that Richelieu is out of character in her summer skin because she is relaxed
They having many expressions, emotions, give them personality
In fact NJ has a similar expression if you read her defeat line.

I thought that looked kind of out of character, considering how stoic and unexpressive Enterprise is. Giving a big open smile with her teeth visibly on display seemed like something Enterprise wouldn't do. A more subtle smile seems to be more in character. She certainly looked less expressive in her race queen skin, where race spectators would want to see race queens smile.
Also, I thought New Jersey looked shy in the image, which seems out of character for someone who is supremely confident like she is. What would she be shy about?

What Enterprise do you know? The Anime one? At least in the Game, She is not stoic or inexpressive Enterprise smiles in every skin, her base expression is smiling. She shows emotions even in the base skin, from disappointment and anger to happiness, hope, discomfort, trust, calm. And in each skin we see her happy and enjoying the moment. In the Travel Skin that smile is bigger because she is relaxed, she is on vacation...the whole point of the skin. In fact the Christmas Skin has a similar smile in base expression. And the Party one has an open smile. The only Skin where she is "Stoic" is in the RQ Skin, and even there she jokes and smiles.

The same thing I said before. Being confidant doesn't prevent you can be shy sometimes. People, and therefore the characters, are not always the same. NJ has a similar expression in the game, that being used in other context (like her wedding) is not "out of character"

That's different. Baltimore is confident with most things, but is shy when it comes to things like romance or dressing up in a feminine matter, which is common for tomboys.
New Jersey by contrast is a genki girl who shows boundless levels of confidence. She is even confident about letting the shikikan feel her up. Assuming the image takes place in a romantic context, why would she be shy?

That was just an example. It's obvious that it will be different The point is that they aren't an only personality trait
