No way this is Rosemi-sama. Not the correct hair color and not the correct hairstyle. Don't see any other identifying features either like thorns or rose imagery. Don't know who this is but it is tagged Nijisanji in pixiv.

Could it be Hakase Fuyuki? I'm looking through potentials and their bangs are similar, although that isn't really a good teller...

I think you are correct. Looking closely behind her head, I see braided twintails similar to this post. Tagging as such.
