No, but apparently you're not reading the Danbooru rules when you're signing up.
Danbooru wasn't a site where members uploads their own work like Pixiv, Twitter or Deviantart. It is a place where members gather and post pictures and art made by artists that they feel good enough to be put here so others can discover and enjoy it. Danbooru was not the (correct) place to ask for art from the artist, you can do that by following the 'source' link on the lower left.

It honestly doesn't feel like anyone reads them these days. Someone generally needs to be corrected on that every other day or so.
