Yeah, this is exactly what she does, since her invisibility doesn't affect her clothes. She's not walking around like this to be perverted, her superhero "costume" is literally just being naked.
The question is whether this counts as exhibitionism and public indecency or not. No one can actually see her, and she seems more embarrassed than aroused.

Looking at her face, I don't think it's either. she so used to being naked and invisible, suddenly being visible looks to be shorting her brain out.

She's not visible, post #5709989 shows this, plus people would be reacting more. She was actually shown to be embarrassed about undressing around other people in the manga (even though at the time the only things she had left to take off were the gloves and boots and had already been nude save for those the entire time).
