Is someone able to translate correctly? Seems like the general idea is that Barkhorn assumes that the skirt is unecessary giant belt and attempts to remove it?

They're both characters that the artist likes, so I guess this is a "what would happen if they met?" scenario. Doesn't need to be anything more than that, in my opinion. :P

Yes, she says that she is "stealing" this belt right now. Also, the whole thing is said in a very disrespectful/rude manner.
"What is with this big belt Hisa! It is downright disgraceful, I'm stealing this right now!"
She says nothing about stealing, she just tells her to take it off. In the strike witches universe, skirts = belts, just like panties = pants. And just like TheBigN said, the artist drew them together simply because she likes both characters.
I always saw Minna as being the clone of Hisa. And on a semi-related note I'd go with "confiscate" for the text in the background -- seems to work for the idea that Barkhorn is a superior and is being at least somewhat disrespectful of it.
