The video is allegedly a braille code but I guessed the code from the context clues

He posts a passworded PrivateBin link below that where you can enter in that code

That code is in base64, which decodes to a PNG

The PNG is a QR code, which is the image source

The video is a morse code that gives you a number
That number is a timestamp to the stream from the video and at that timestamp you get the password
