I'm not sure as to how people go about tagging this, but kimono(-ish clothes) are usually not worn together with panties, so as per definition (tag description), she's "not expected to wear panties" and therefore, the no_panties tag is not applied. (same for no_bra)

Erh...so for this instance we ignore the "Tag what you see" rule and not tag it with no_panties/no_bra?

Like what Mr Gt said, tag what you see, not by what you know. I think people might want to find this under those two tag.
