It's an edit of someone else's work uploaded by the person that made the edit. Pretty straightforward.

The actually confusing part is that the uploader is the one that added those tags, meaning they understood what those tags are for and proper tagging protocol, but didn't read, or ignored, the upload rules.

If you're talking about the rule of a direct link to the picture, then I already understood, I didn't know what it was, I thought here as on other sites.In fact, downloading is much more convenient here, it is possible to add a picture immediately from pixiv.I've already reread it now everything seems to be fine, well, or I didn't understand something else because I read it through a translator 😩
