Probably not. More likely to be an alternate universe, or something like that.

He seems to have the entire arm under it, or fused with it, as suggested by his fingers.
It's set in the same universe as the anime I believe, I don't remember the (few) details that were reveald but it's mentioned that this takes place in a different time period and that the Lelouch figure supposedly has a connection to Lelouch. Of course that could just be Sunrise trolling to get more attention for the manga

Plot-wise he's apparently linked to Lulu in someway, best guess would be ancestor.
Of course one can only hope it's just that and not Sunrise pulling another Destiny and inserting the previous lead in something he has no business being apart of.
