He's not maxed out. In one of the recent chapters it was said that the shirt part of his Bankai clothes told how much power he has. It's as if he has one fifth of his strength right now in this pic since all he has is the right sleeve.

He's the same size as regular Naruto, he's only covered in the Fox's Chakra.
