Actually Ustuho should be matched with Russia since Russian weapons tend to concentrate more on shear destructive power while American weapons tend to go more for accuracy and destroying something by hitting it's weakness. Okuu probably has more out right destructive power then Flan maybe more then anyone in Gensokyo. But Flan probably has far more accuracy then Okuu esp considering her eye crush attack.
