Removed the incest tag, since thats not really what the picture is showing - cuddling with your sibling in underwear might be weird/not socially accepted/whatever you want to call it, but isn't incest per say in terms of the tag (which defines incest as depiction of romatic or sexual activities between relatives). Same way cuddling with your girlfriend in underwear wouldn't be sex.
