From what I can gather, the lower right hand panel is Akane. Roughly it seems to be saying "Hey! We waited." in a very cutesy tone (oha-- instead of ohayou gozaimasu, and the ~naa joushi)
Is Bugsy actually crossdressing here? Those could be shorts (damn you, Jasmine's strategically placed pigtail!).
That absolutely looks like shorts to me, even with Jasmine's hair hiding it. Removing crossdressing and the cosplay tags. That style of clothing is hardly unique to the character it was tagged as being.
