The text on the side of the notice is way too small for me to identify; actually, I think I can read the last three characters as 不死者, meaning "immortal person", which... doesn't help much. The first two are a total wash.

As it doesn't seem to be a terribly important bit of runes, though, I'm tagging this one as 'effectively' translated.

I'm quite sure that the '不死者o' part is the artist's name, the top one I can't make out.
