The gist that I got from it was that she was expecting to be pet when she sees the hand approaching, only to grab something behind her and she starts cleaning herself to hide her embarrassment. Kind of like waving back at somebody only to realize they were waving at somebody behind you, and trying to play it off as scratching your head. But it's kind of a complicated feeling to express ww
