I've always wondered about that thing; that little neck tube.
I wonder whose idea it was to put that there.

Perhaps the 'tube' is a support piece? Since Mewtwo has a rather large cranium. And his neck is rather..thin.

My theory is that it's there for the purpose of looking cool.

Given how skinny his proper neck is, that might be either his spinal cord, or a major blood flow to his brain.
