In that case case then I don't think it's deserved, unless it's a parody. If the artist's intent was to have the changing part in caps for more emphasis it only makes sense to have the text written that way. I reckon that using a colon, a different typo or color between the two parts would have felt less awkward though, since you'd read them separately.
