There is a possible fallacy here. I doubt a Hakurei is forbidden to have a loved one. Otherwise it is unlikely that there would have been any Hakurei to start with (this is under the assumption that a Hakurei chooses their partners based on feelings rather than necessity though).
One extra grain in the bowl ain't gonna chance much and I suspect Yukari did this to make Reimu realize her feelings. Otherwise she would have put a stop to the second there was any indication of love sprouting. She knows and sees everything that happens in Gensokyo after all.

Perhaps it's forbidden for the Hakurei to be in a relationship, but it's accepted for them to take a man or woman to have a child when necessary?

It wouldn't be the first time "Heroes" or Guardians in other anime stories in clan families don't allow Love to "get in the way" of their job. They literally only Procreate with other strong warriors and that's it. No actual Family bond or anything.

Very valid points both of ye. I will be honest that I thought about something similar when I wrote my text, but I wanted to hear other's opinion/stand on this. I just feel like it sounds awfully inefficient as the risks of that kind of method kind of seem to outweigh the positives.
