Orin's untranslated line in panel 3 on the right page is 恐悦至極に存じます, which is apparently an extremely humble (and dated) greeting heard in jidai geki and the like, and an analogous English expression does not immediately present itself to me. Also, "-tara + past" in panel 4 of the left page is not all that common and I would appreciate some confirmation that it means what I think it means.

It's not, is it? Most "-tara" sentences that spring to mind are hypotheticals, which are usually in the form "-tara + present"; "あいつが来たら連絡します" and the like. Even when the independent clause is in the past tense in these constructions, it's usually still a hypothetical, e.g. "あいつが来たらダメだったかも" or "ダメだったはず". In fact, in the Japanese grammars I checked, "-tara" is listed as irrealis mood, so describing events that actually took place with it seems like it would be marked.

Of course, I could be wrong here, and I don't have access to any kind of corpus analysis to see what the truth is, but I don't think I've encountered "-tara + plain past" in ordinary speech very often at all.

It's not an unusual or rare usage at all – I see it quite regularly. Look at WAHa_06x36's translation. In English, past tense is used as well (both in "if it hadn't been" and "wouldn't have made").

Also, since the supposition Satori makes here is negative, the "-tara" ending does in fact describe something that did not actually take place (i.e. Orin and the others did support her).
