It does look like a copy-paste job, alright, but the rest of the image makes me think that Nomura might have done this as well.
I wish the uploader would have given an image source. I didn't find this image on Nomura's site or his pixiv, so I dunno where it came from, meaning I can't verify if it's Nomura's own art or not.
