You can reduce those artifacts with the GIMP's selective-gauss filter (radius:1,50|maxchange:50), but you have to go a bit manually to the red background.

Added what i think might be the correct Japanese translation, but then again I'm still crappy at Japanese and might have missed some subtle meaning. It's along those lines though, i stake my life on THAT at least.
