I’m surprised the connection isn’t made more often. The closest anyone’s come to doing this before is giving cirno the Vulpix form, which was probably meant to lead here but on its own is neither an ice/fairy nor a 9.

It really took them 6 years since the release of Sun/Moon to make this connection
