Uiharu seems much more pleased with this arrangement of partners than do Akane and Kuroko. Also she seems very pleased to keep Kougami from shooting you, and instead shoot you herself.

It's funny you call Tsunemori Akane as Akane and Shirai Kuroko as Kuroko, but then call Uiharu Kazari as Uiharu and Kougami Shinya as Kougami. lol
Then again, I guess her being called Kazari doesn't quite happen in her series.
But Kougami.... Yeah, I don't think he's called Shinya that many times either.

I wonder why Akane's dominator is locked out. Uiharu doesn't strike me as the kind of person who would be into the way the justice system works under the Sibyl System.
