Well if you want to Jojo logic, nothing would happen, both would continue to move normally, at the end of Jojo part 3 the reason Jotaro was able to beat Dio was was because Star Platinum started having the same time hax powers, though not as strong as Dio's Jotaro became able to stop time for about 5 seconds or what not. For whatever reason this led Jotaro to be to have limited movement during Dio's Za Warudo

Wrong what should happen would be that they would be frozen in that time pane exsting only there and before then whether as every one else would continue life like nothing ever happend. This is because in theroy freezing time would only hold the person/object that froze time in the period of time of which they froze time. So if two people were to freeze time at the exact same instant of time those two in theroy would be traped in that pane of time for an enternity but at the same time no time would pass. So in coclusion and to put it a lot more simpler (for not so smart (d u m b) people) they would just suddenly dissapear

Have you actually read Part 3 or watched the Stardust Crusaders OVA? Dio can move in frozen/stopped time for up to 11 seconds (technically was going to become infinite time stops as the neck wound scarring from Jonathan Joestar's body was slowly healing but Jotaro stopped that); stopping time won't affect him. The only reason for example that he lost to Jotaro & Star Platinum was because he got frozen during his cool down period.
