Yep.
Sakuya Izayoi(Touhou)= Time Manipulation = Kills people with Knives
Dio Brando (jojo)= ZA WARDO = Stops time then beat the opponent to nothing. Followed by a Steamroller.
Kamui Tokinomiya (Arcana Heart)= Can summon her arcana that manipulate time = Kills people with her sword.

I'm not sure about Axl and Joutarou.

axl came from the past so maybe time travel?

Axl can travel through time and Joutarou, like Dio, can stop time as well.

Yup, in the Story of GG:AC+ he travels from the future to past and then again to the future
And Jotaro learns Za Warudo at the end of the 3rd part
