Removed the dragonball tags for the following reason: In the picture, there is no definite sign that this stands in any relation to the dragonball franchise (not even the earrings are visible). If I were looking for dragonball images, I wouldn't be expecting to find this. The only thing I can see is that this is a fusion of Remilia and Flandre, but that's what the fusion tag is for.
