Can't seem to find a short haired girl with japanese clothes, hair ribbons, and a hairband of flowers among the older os-tan and futaba channel posts. My limited knowledge of Japanese lets me know 3.1-tan is referring to the character as "nee-sama" however. Unfortunately I couldn't locate a character matching this one alongside her.
Nevermind, it's 1.0-tan.
