Bike is a Honda NC50 "noped." A noped is essentially a moped minus the bicycle pedals and crank.
Maybe like motor-powered bicycles from say, the 1940s ? Not sure what they're called nor ever seen one: but saw a hand-booklet on them, and they were very emphatically not motorcycles.
