And it's not just money, cos a/ they can always afford a bit more, and b/ it generally would not cost much more to do it right, and c/ health and safety are enhanced by beauty.

I imagine for subways specifically, it's neglect and not having the care to fix it

But they don't think like that. Hell they're not even allowed to think like that. They're paid to think all costs are costs.
