high-quality Western-style art clearly gets approved often here on this site so trying to disregard the second rule that any high-quality art regardless of its style is allowed here is in no way a good excuse.

The approval process is entirely subjective by design, and approvers are under no obligation to approve art that they aren't personally interested in.
