    At a glance, I thought it was Speedwagon because of the tophat + curly hair.

    Anyway, the character is MOS Boy, an old mascot for the Japanese fast-food company MOS Burger. They're the second most popular franchise there, after McDonald's.

    And as far as Willy Wonka goes, the movies (particularly the recent adaption) seem much more popular/familiar than the candy, generally speaking.

    This is a parody of a specific panel from Kohta Hirano's "Hellsing" manga. Just after arriving in London during the climatic battle between the Catholic forces and the Nazi vampires, there's a scene where Alucard walks between Father Anderson and the werewolf Captain. It looks exactly like this.
