Looks like the Monolith girl from "ndtwofives", though. Except more expressive. The ferris wheel is definitely a Stalker thingy, though.

The amusement park in the background is most likely Pripyat's amusement park, which is featured in both games. And while the girl's outfit is definitely inspired a bit by Stalker, I doubt it's a direct reference to it or Modern Warfare. There's no mention of any of these games by the artist too, it's just a girl wearing military gear.
