The two hours is between the second and third edit. There is only two minutes between the uploader's first edit and the user's second one, so it's likely an honest timing mistake.

Just so you know, Danbooru has something like a grace period for edits. If you repeatedly opened the tag box, added a single tag, and saved it 20 times within a few minutes, the history would show all of the added tags as a single change, and not 20 separate changes. If you do your tagging fast enough after uploading, it wouldn't look like you had added those tags after the fact.
A lot of uploaders only tag their uploads afterwards, to avoid someone else sniping them. It's very possible that RMX saw the post before 123 finished their post-upload tagging, went to add a bunch of tags themself, and were beaten to the punch. The two minutes between the first and second edits supports this. You can relax.

What the hell are you talking about? You know you can't add tags that are already present, right? It's not going to show tags that were already there. Literally that just means that half of the tags RMX tried to add were already added by 123, and he didn't check the history to see that he wasn't actually the one to add all of the tags before making his comment.
You are being really antagonistic while having a very poor understanding of how tag history actually works. Get off his ass, he's not "lying".
Oh, and if by "overlapping tags" you mean the two darker colored tags, that literally just means those tags were removed, which you can see in 123's second edit.
