I'm interested in how much Celes' outfit differs from concept art to ingame. I kinda prefer her concept art since it makes her look more in line with the rest of the cast.

That's because she wasn't. The green leotard came from... wait for it... Tetsuya Nomura, who directed the in-game character design.

Dude, the concept art is just that - concept art. Nothing more. It's a character's in-game appearance that most people remember, and since the game itself - not the art - is canon, the "leotard" really is her "true" mode of dress.

If you disagree, then I'll laugh my ass off when Squeenix makes all characters go by their concept designs, thereby turning your beloved brunette Tifa blonde. Of course, I'll be sad that Terra would no longer have green hair, but seeing the Tifa fanboys cry themselves to sleep for the rest of their lives would be well worth it.
