I think the intention of the unlikely couples pool (or at least what it seems to be used for) is pairings that make you double take or scratch your head because the idea of their paths crossing is absurd in itself. It's the pairings "from scratch," so to speak, that are supposed to go in that pool, or that seem to be there now. Consider that while wildly unlikely, TeruMoko can be rationalized more easily because they interact and appear together in canon, and are more than just aware of the others existence and shared condition. There is a preexisting foundation on which to develop their relationship, unlike many of the pairings in the pool.
