And the forms are mainly Chibi, Normal, and 0-2 alternate forms (alternate type and stat spreads, but both Chibis and Normals have their stats improved)

iny you should think of it this way all the Pc-98 characters just don't need stronger evolutions than stage two cause they're just, well them(honestly i think they're better that way), that's the way i see it at least
