This moment is placed quite arround the end of the chapter as i recall it. Anyway, after the action shizne's quickly dressed up, though still tsunade is more like not caring that much as its both of them in there. basically she's jsut recalling things from the past, not really happy ones, as shizue's kind of conerned about her being down.
