I'm guessing because competitively, it's the "suckiest" Eevee evolution. (High attack, but a sucky movepool that can't utilize it)

I think this is actually Leaf, but it could also be Blue from the Gen I who was left out as a protagonist. Any other ideas?

No, it's totally Leaf. Despite being in FRLG, she's not even so much as hinted at in HGSS.

Truly, HGSS are remakes of GSC more than they are sequals to FRLG (even more so in English, what with "Blue" despite "Green" being the rival/player default).

I'm glad Jynx didn't get an evolution.
