It is not "supposed" to be an emoticon, they are supposed to be lines forming one of the eight Taichi "trigrmas", a kind of rune if you will.

There are theories that the blond character (Yukari) travels between our world and their world often, which means she knows about our technology. And hence, the DS.

Theories nothing. In one of the Touhou books she tells Rinnsouke what a Game Boy is and takes the iPod that had somehow fell into his shop, and she knows what it is. In a different book it's said she uses a cell phone to talk to Ran.
